FinCEN Announces Jimmy Kirby to Lead Its Intelligence Division

WASHINGTON—The Financial Crimes Enforcement Network (FinCEN) today announced Jimmy Kirby was selected as the new Associate Director to head the bureau’s Intelligence Division.  As Associate Director of the Intelligence Division, Mr. Kirby will oversee FinCEN’s collection, analysis, and dissemination of financial intelligence, and a Division whose mission is critical to protecting our national security, safeguarding the economy, and protecting our communities from harm.

Mr. Kirby previously served for nearly four-and-a-half years as FinCEN Chief Counsel, where he managed all legal matters pertaining to the bureau and served as principal legal advisor to the Director and senior leadership.  During his tenure as Chief Counsel, Mr. Kirby provided critical legal guidance in support of FinCEN’s vital mission.

Blanco.  “He brings a breadth of experience and an in-depth understanding of the bureau and its interplay with the private and public sectors that will help FinCEN confront emerging threats and keep pace with the rapidly evolving and increasingly complicated world of illicit finance.”

Prior to joining FinCEN, Mr. Kirby served in multiple roles supporting the Treasury Department’s national security mission and advising Treasury’s senior leadership.  Mr. Kirby served as Senior Counsel in the Chief Counsel’s Office for Treasury’s Office of Foreign Assets Control (OFAC), where he worked on all aspects of U.S. economic sanctions, including designation, enforcement, as well as licensing and policy matters.  He also served as Senior Advisor to Treasury’s General Counsel and Acting Deputy Assistant General Counsel for Enforcement and Intelligence.  Before entering government service, Mr. Kirby was an associate at a Washington, D.C.-based law firm.

Mr. Kirby received his law degree from The University of Texas School of Law, an LLM from University College London, and his undergraduate degree from Austin College.  After law school, Mr. Kirby clerked for Judge Barefoot Sanders in the U.S. District Court for Northern District of Texas in Dallas.
