This position is located in the Office of Compliance and Enforcement of the Enforcement Division of the Financial Crimes Enforcement Network (FinCEN). The incumbent serves as the Director for Compliance and Enforcement and provides executive oversight over the formulation, planning, development and implementation of programs, initiatives, strategies and projects to improve compliance and enforcement with the provision of the Bank Secrecy Act and its amendments and related regulations. These programs involve complex interactions and responsibilities with regulated businesses, bank regulators, and agencies examining for BSA compliance.

Duties

Security Clearance: This position has been designated national security Level IV, Critical Sensitive. Applicants must possess a favorably adjudicated Single Scope Background Investigation (SSBI), and have been awarded a Top Secret clearance or be willing to undergo a SSBI, and the SSBI must be favorably adjudicated. Failure to successfully meet these requirements will be grounds for termination. Continued employment with FinCEN is contingent upon satisfactory completion of the SSBI, the results of which fully meet the FinCEN's special employment criteria. All employees are subject to satisfactory completion of periodic reinvestigation and a continuing life style in conformity with applicable national and FinCEN directives. Any unfavorable information developed during an investigation or other official inquiry may result in termination of employment in accordance with established security policies and procedures.

As Director of the Office of Compliance and Enforcement, you will:

  • Oversee the formulation, planning, development, and implementation of programs, initiatives, strategies, or projects to: determine and improve the level of compliance with BSA requirements and the effectiveness of BSA examination efforts, and to compel BSA compliance and to improve the effectiveness of BSA enforcement and, if appropriate, to execute civil enforcement actions. Utilize the synergies of these closely related activites to effectively implement program activies. Approve or recommend major program changes or initivatives, developing supportive analyses;
  • Serve as an important emissary and primary management interface with officials of other regulatory bodies and officials representing the wide range of communities engaged in activies pertaining to BSA regulatory compliance and enforcement. Conduct high level liaison to negotiate agreements, clarify and delineate program objectives, partner on common objectives, achieve effectiveness and efficiency in interactions, and, in general, maximize information sharing;
  • Participate in important mangement conferences, plan sessions, or other meetings to present porposals and discuss options concerning program activities that impact other programs in FinCEN or the multiple organizations involved in the compliance and enforcement activies. Conduct high level liaison with key officials and other organizations to generate the most effective and efficient processes to ensure complance and enforcement;
  • Collaborate with subordinate supervisors on the establishement of broad program objectives, organizational goals, policies, priorities, methods to assess the accomplishment of such objectives, and the resources required to be successful. Provide for the reporting and evaluation of program accomplishments.

Qualifications

You must meet the following requirements by the closing date of this announcement.

For the GS-15 grade level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal serviceSpecialized experience for this position includes:

  • Serving as a technical expert on the Bank Secrecy Act (BSA) and/or other laws related to financial crimes;AND
  • Providing oversight of compliance and/or enforcement projects and programs which includes directing, planning, or leading investigations, audits, or similar assessments of financial institutions; evaluating violations, making enforcement or compliance-related recommendations based on findings to include penalty recommendations or assessments; preparing and reviewing documents associated with compliance and enforcement activities; and negotiating the resolution of enforcement-related matters.

 

 

The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
